The base dice roll for Combat is a 3d6 making the highest number possible 18, however depending on weapons used, armor worn, etc this number can be higher or lower. These are called modifiers. Modifiers only affect Damage and Defense rolls.
Examples
Damage Example:
Say you are using a fire sword against an Earth Mage. In this scenario Fire > Ice, so your sword adds 2 to your damage roll against the Earth Mage. This makes the highest number possible for you a 20.
Defense Example:
Taking the same scenario above let us say the Earth Mage has simple metal shield. This shield offers +1 to the Earth Mage's Defense roll, so their highest defense roll is a 19.
